LACK of personnel hampered the City Engineer's Office's (CEO) monitoring of open manholes in Davao City's 182 barangays.
Engineer Andrew Lepardo, officer-in-charge of CEO drainage division, said with all the barangays under his watch, it is impossible for him to be aware where in the city have open manholes.
