Surigao City—Wannabe mayor Engr. Ernesto “Nitoy” Matugas recently expressed disappointment over the approved proposal for the operation of a Small Town Lottery (STL) in the province of Surigao Del Norte.

In an exclusive interview, Nitoy said STL would bring negative impact on the peace and order situation in the city and province as its operation would surely increase the crime rates particularly in theft and robbery.

Inin STL makapasamot sa ila pagka-adik sa sugal kay bisan 10 centavos pwede man itaya. Bisan gagmay na mga bata ma-adik nan ini,” he added.

FRONTS

Nitoy Matugas also expressed fears that thousands of Surigaonons will be duped by STL operations. He cited the STL operations in Luzon which were just made as “fronts” by “jueteng lords”.

“They can make it thrice in a day instead of a single draw. The STL cannot stop the proliferation of illegal numbers game such as “Swertes”. Instead, it can worsen the situation because it can be used as “fronts” by unscrupulous operators,” Nitoy disclosed.

Meanwhile, it was learned that in Luzon the STL game had even metamorphosed into an illegal numbers game called “lotteng”. Its operations have reportedly been raking more than thirty million pesos in daily net profits, less the protection money given to corrupt politicians and lawmen.

The Small Town Lottery, which was a brainchild of the Estrada administration, is nothing but simply a legalized “jueteng” that promotes a culture of gambling among our people, according to Atty. Jerry Centro, an anti-STL advocate from Surigao City.
