September 3, 2009 – Unidentified elements of the Philippine National Police – Police Municipal Office in Midsayap, Cotabato Province arrested certain innocent civilian identified as Mutin Basilan at Barangay Nabalawag, Midsayap Cotabato yesterday.
Mutin, 45 years old and a family man, was arrested while farming at his paddy field around 10am.
