Surigao City – The tandem of Cong. Francisco Matugas and DepEd Director Sol F. Matugas was aptly described as jewels of Siargao in recognition of their great contributions to the people of Siargao particularly in the fields of education and public service. This was one of the highlights of Secretary Jesli Lapus’ speech delivered on August 28, 2009 during the Siargao Educators Congress held in Dapa, Surigao Del Norte, where he was the guest of honor.
The education secretary noted the couple’s penchant for education with their establishment of the Siargao Island Institute of Technology (SIIT) which evolved into one of the top college institutions in the province. He acknowledged the efforts of Director Sol Matugas by calling her as the founding director of DepEd Caraga Region and for being one of the leading educators in the entire country. He likewise praised Cong. Francisco Matugas for the latter’s legislations focusing on the welfare of the education sector composed of the teachers, students and the parents.
Lapus expressed admiration of the lawmaker’s vigorous follow-ups with the education department on matters pertaining to the welfare of the education sector in his congressional
district and for the entire province as well. He vowed to be always supportive to the cause of the solon. His pronouncement had drawn waves of deafening applause from the huge gathering of over 2,000 spectators.
The education chief is one of the frontrunner-senatoriables for the forthcoming May 2010 national elections. A former matinee idol during his younger years, Lapus is a certified public accountant (CPA), a graduate studies professor at the Asian Institute of Management (AIM) and a hands-on top caliber economist of the Arroyo administration.
He was formerly the President and General Manager of the Land Bank of the Philippines and had served as a three-term congressman in the Province of Tarlac prior to his appointment as Secretary of the Department of Education (DepEd).
