Butuan – President Gloria Macapagal Arroyo signed recently Executive Order 817 implementing the National Firearms Control Program and ordered the Philippine National Police to conduct a final general firearms amnesty effective October 1, 2009 for loose firearms and renewal of firearm licenses.
However, Police Regional Director Jaime Milla got a directive from Chief PNP Director General Jesus Versoza, to start as early as August 1, the processing of applications for registration of loose firearms and renewal of expired licenses in anticipation of the heavy volume of applications when the month long general firearms amnesty comes into effect.
“This would be the last chance given to all gun holders with expired licenses to renew their license, as penalties and surcharges will be waived, and all concerned individuals of undocumented firearms are encouraged to surrender the same to avoid criminal prosecution”, said Chief Supt. Milla in a press conference held at Butuan City Police Office.
It was estimated, that Caraga region has more or less 30,000 loose firearms including delinquent gun owners who have failed to renew their respective firearms licenses.
Members of the AFP and PNP and other law enforcers were likewise reminded to avail the gun amnesty program.
Chief Supt. Milla added the program seeks to account for all firearms, captured, confiscated, surrendered, deposited, abandoned and forfeited firearms in the custody of the AFP and PNP in the governments’ effort to prevent criminality and organization of private armed groups as election is fast approaching to establish a lasting peace in the country.
Failure to register or renew licenses of firearms after October 31 will be subject for legal action, confiscation of firearms and prospect of facing the non-bailable offense of illegal possession of firearms as legislated.
To assure success of the campaign against loose firearms, Chief Supt. Milla announced that the PNP offers monetary reward for information leading to the confiscation of loose firearms.
Director Milla also directed policemen in the region to continue random weapons check operations in crime prone areas conduct mobile check points and choke point operations and be on alert against possible private armed groups.
