BUTUAN CITY- Two intelligence operatives of the Criminal Investigation and Detection Group (CIDG) assigned in Surigao City were relieved by CIDG Caraga regional office headed by CIDG Regional Director P/Supt. Warren de Leon after the two were implicated in kidnapping two Indian nationals in Surigao City in May and July this year.
CIDG Regional Director P/Supt. Warren de Leon identified the two CIDG personnel as PO3 Nomer Sabacan and PO2 Jessie Rama both assigned at CIDG-Surigao City.
The two are now detained on floating status at CIDG Regional Office, De Leon said
The two together with another Indian national Palwender Singh alyas PAL were facing two counts of kidnapping, robbery with extortion and carnapping charges filed at Surigao del Norte Prosecutors Office in Surigao City.
According to the CIDG regional office records, the first kidnap victim identified as Paramjit Singh Daliwal was forcibly taken on May 11 at Barangay Mabuhay Sison, Surigao del Norte by two suspects who introduced themselves as agents of the Bureau of Immigration and Deportation or BID.
On board the suspects’ vehicle, the victim was brought to Barangay Lipata which is just near the Surigao City Hall building.
The victim, Paramjit who is engaged in lending business in Surigao City locally known as “five six” was asked by certain “PAL” which turned out to be kidnappers’ accomplice to give P100,000.00 to his captors for his release.
Paramjit gave P70,000 and was released but PAL allegedly demanded that the remaining balance will be given to the kidnappers the following day.
Paramjit gave P20,000 the following day to the suspects.
On July 5, 2009, another Indian national identified as Kuldeep Singh Sekhon, 31, married, businessman and temporarily residing at P-5 Canlanipa Housing, Brgy Canlanipa, Surigao City who is engaged in lending business was also allegedly victimized by same group.
The Indian trader told police investigators that in the afternoon of July 5, while he was driving his single motorcycle, a Honda XRM model, a white Mitsubishi Lancer bearing plate number GPE-699 suddenly blocked his way.
The victim was ordered to disembark from his motorcycle by three suspects identifying themselves to be members of the PNP and Bureau of Immigration and Deportation or BID.
The suspects divested from the victim his mobile phone and demanded for P80,000 cash for his release. A certain PAL again arrived and told the victim to give P60,000 to his captors for him to be released.
The two Indian national victims positively identified the suspects later.
But suspects PO3 Nomer Sabacan and PO2 Jessie Rama,all CIDG intelligence operatives of Caraga Region denied the accusations maintaining their innocence saying, the two Indian nationals were only invited to answer some queries by the law enforcers.
But the two victims insisted they were taken hostage and robbed by the two CIDG personnel in accomplice with a fellow Indian national identified as Palwender Singh who is also in lending business and married to a Filipina.
Singh also denied the accusations saying he only helped the victims.
The CIDG Regional Office claimed they already filed administrative charges against the two CIDG personnel.
But the local chapter of Volunteers Against Crime (VAC) wanted thorough and independent investigations against close CIDG superiors of the two CIDG men for command responsibility saying why it took the Surigao City Police to initiate solution of the crimes and identify the suspects and its accomplice
