July 10, 2009 - Secretary of National Defense, Gilbert Teodoro, talked very tough in confronting the insurgency problem in the Philippines particularly the one in Mindanao led by the New People’s Army (NPA) and the Moro Islamic Liberation Front (MILF).

The statements were made during a speech delivered at the Shangri-La Dialogue in Singapore on May 31, 2009.

Organised by the International Institute of Strategic Studies (IISS), the defense expert gathering was addressed by Australian Prime Minister Kevin Rudd as well as top officials from the US, Japan, India, China, Indonesia, South Korea and New Zealand.

The Shangri-La Dialogue shapes the inter-governmental debate on regional security through the formal policy statements made and by providing many opportunities for bilateral and multilateral meetings between delegation leaders, IISS said. The Dialogue also creates the environment for legislators, experts, academics and businesspeople to engage with senior officials in a manner that animates fresh policy thinking, it said. Since its inception, the Dialogue has seen proposals submitted for greater maritime security cooperation in the Malacca Straits, new bilateral and trilateral relationships and the establishment of a regional disaster and humanitarian relief centre.
