Nograles, 1st District Representative of the city, is one of the promoters of Charter Change, has been criticized by his constituents in the city after the Housed approved the House Resolution No. 1109, which empowered Congress to convene itself into a Con-ass in which members of the House and the Senate would vote jointly—not separately—to amend the 1987 Constitution.
